Position: Family Planning Coordinator & Trainer
Location: Masaka City – Uganda with regular travel to villages in Masaka, Kalangala, and Lwengo.

Reports to: Program Manager

Summary

The Family Planning Coordinator & Trainer (FPCT) will oversee the Health Access Connect (HAC) program titled “ Teach & Treat”. The project has a goal to empower Ugandans living in remote areas to understand and control their fertility by delivering to them modern family planning (FP) methods. This goal is achieved through 1) outreach clinics in remote areas, 2) on-the-job LDHF training of health workers in family planning counseling and provision, 3) Training VHTs in Family Planning counseling, provision of short term methods and referral for Long term methods and 4) supplementation of health facility stocks of FP methods and consumables. The project is currently partnering with 22 Public health facilities (health centers III and IV) in Masaka, Lwengo, and Kalangala Districts.

Thus, the FPCT will travel to health facilities and outreach clinics to train 40+ health workers, work with Family Planning Officers to oversee service delivery at outreach clinics, monitor FP-related supplies at health facilities, and prevent stockouts by improving procurement systems and using buffer stocks.

This is initially a one-year position with potential for renewal. The FPCT will report to the Program Manager and will work closely with the All Public health structures in the implementation areas.

Essential Duties & Responsibilities 

  • Oversee and provide support for Family Planning project officers in all operational districts and supervise their activities.
  • Oversee the training programs of the Village Health Teams in the enhancement of skills and its application for increased use of quality Family Planning Services by the targeted population.
  • Oversee and ensure timely and accurate reporting to Family planning Donors and partners as required by specific contracts.
  • Manage, coordinate, and build effective working relationships with all stakeholders involved in the Family Planning project including support staff; swiftly escalate any problems to the Program Manager.
  • Supervise the Village Health Teams to ensure they are providing Short term FP methods, Providing education on the benefit of Family planning methods mix; counseling potential clients about side effects of family planning, management of referral by making a follow up to ensure that the referred clients received FP services at the targeted outreaches and facilities, conducting post FP service counseling to ensure retention of clients on specific methods or switching to an appropriate method of one’s choice.
  • Supervise the Village Health Teams and Health Facilities to ensure they are fully stocked with the family planning method mix and that the facilities have the required equipment and commodities for carrying out insertions and removal of Long-Acting Reversible Methods (LARM), and provision of permanent methods.
  • Participate in staff appraisal for FP project officers in accordance with HAC Human Resource Manual.
  • Assuring the quality of FP services provided at partner health facilities and outreach clinics.
  • Work with the Medicycle team to increase the number of couple years of protection (CYPs) provided at HAC integrated outreach clinics.
  • Tracking the FP-related stocks at partner health facilities.
  • Preventing stockouts by improving FP-related procurement procedures at partner health facilities.
  • Ordering and dispatching buffer stocks of FP-related supplies from the supplier to partner health facilities respectively.
  • Interviewing beneficiaries and health workers to understand their needs.
  • Helping to adjust HAC programs to respond to challenges.
  • Using Salesforce, Slack, Google Drive, and other tools to monitor and prepare reports on project activities.
  • Attend any online or in-person training as requested by the Directors.

Background & Qualifications 

Required 

  • Bachelor’s degree in Nursing, Midwifery, Public Health, Medical Education, or Health services management with a valid Practicing License.
  • Postgraduate in public health is an added advantage.
  • At least five years of experience working in family planning counseling and Provision.
  • Experience in organizing and conducting community outreaches.
  • Experience in administering short & long-term family planning methods.
  • Experience in training and/or working side-by-side with public sector health workers.
  • Demonstrated leadership abilities overseeing staff members or volunteers. 
  • Experience using software applications such as SPSS, Kobo-Toolbox, or statistics software such as SPSS.
  • Very Strong writing skills in English. 
  • Verbal proficiency in Luganda.
  • Computer skills: proficiency in Microsoft Word and email and some experience using Excel. 
  • Demonstrated experience drafting or implementing organizational procedures.

Preferred 

  • Experience in program management.
  • Experience using Google Drive products and Salesforce or other project management software.
  • Proficiency in using excel
  • A valid driving permit or a motorcycle riding permit will be an added advantage.

Compensation 

We offer a competitive salary of 4,000,000shs(before taxes) and other benefits. 

Field travel expenses will be paid for by Health Access Connect. 

ABOUT US

The mission of Health Access Connect (HAC) is to link remote communities to healthcare. HAC is currently pursuing this mission under three programs:

  1. Medicycles: We partner with District Health Offices and government health facilities to set up community-led sustainable outreach clinics in remote communities. At these outreach clinics lifesaving health services like Antiretroviral treatment, Malaria treatment, Antenatal care, Nutrition services, Family Planning, and among other services are provided. 
  2. Capacity Building: We collaborate with the Africa Resource Center and the Uganda Ministry of Health to teach and empower PEPFAR implementing partner organizations to implement the HAC outreach clinic model in an effort to improve service provision to people living with HIV and all other residents of remote communities.
  3. Treat & Teach Project + 2021: We empower Ugandans living in remote areas to understand and control their fertility by delivering to them modern family planning (FP) methods.
